migrate repositories to subversion

Hi all,

I would like to move to subversion to accomodate future changes and 
prevent problems we have with our current CVS repository. I'll try to 
outline the move in detail below.

The major arguments to move are:

1- get rid of our current CVS repo as more and more bugs in CVS appear 
(daily about 10 cvs exports FAIL at the moment)
2- allow moving of modules etc.
3- split off moonbase into a separate repository
4- (future) allow http/dav access to moonbase and non-ssh account 
developers commit access to parts of moonbase

here's the outline of the layout I wish to achieve:
