tar depends on texinfo?

Hi everybody,

  There are two different options regarding the doc in texinfo format for tar. 
One approach is the one commited already by me in the moonbase in the BUILD 
file (install info files only if texinfo is installed). The other possibility 
is to make texinfo an optional depend for tar (the BUILD file remain that way 
unchanged, as it is now). What do you think it's the better one?
