PATH changes

Hello,
as you all might have noticed already, sofar recently introduced a
hardcoded PATH variable mainly due to coreutils breaking our coretools
with setting a custom PATH in it's own BUILD script. Now, some of
today's X related applications require /usr/X11/bin to be in their PATH
and therefore I already added some fixes to xfce4-session and a couple
of others. Last night Aaron did the same to some other modules.
What I wanted you to ask for is that you don't use 'export' when
declaring that new PATH but just 'PATH="$PATH:/whatever/path/you/want'.
For now that's just because of cosmetical reasons .. I didn't have the
time yet to ask sofar about wether export has a critical impact on our
tools or not.
