Mailing list changes proposal

In order to increase awareness and involvement I propose the following 
changes to the mailinglists:

1) lunar-dev will be open to all to subscribe, send and browse the archive

In order to prevent people posting replies to -commits and -bugs I 
propose the following change to those lists

2) make those 2 lists by default half open (only system messages can go 
out) but everybody may subscribe:

[ ] aye
[ ] nay

If people want to discuss this before casting their votes then feel free
