bison,groff and byacc

The newer version of bison-1.875 does not appear to work correctly with
groff-1.17.2.  Reverting to bison-1.35 and groff-1.17.2 compiles correctly.

byacc should NOT be added as a depends to groff.  We certainly don't need
two YACC as requirements in lunar.  

The Lunar ISO's have always included bison and groff.

Again groff-1.17.2 compiles correctly with bison-1.35 (and NO need for
byacc).

We should revert to bison-1.35 and remove the newly added DEPENDS for
groff on byacc.
