Version bump from 2.1.0 to 2.2.3
Correction of download URL (see BR 247)
I'm not [currently] an Eclipse user, so I have only checked that it
downloads and installs. It doesn't appear in the Eclipse/Preferences
dialog, so I may have screwed it up completely, but at least the
download doesn't fail any more.
