I'm reverting cvs back to 1.12.12. Do not bump this module back up to
cvs-1.12.13, UNLESS you test it first by fetching several of the zbeta/*-cvs
modules in moonbase. cvs-1.12.13 is severely broken and fails to fetch code
from several cvs repositories.  cmak and tchan both have verified that bug
in 1.12.13.
