fvwm versions with problem: both 2.5.19 and 2.5.23
I believe the problem started from this update:
20070915-14:07:40 lin XOrg7 X11R7.3 success
After some module(s) of XOrg were updated,
transparent menus/windows in fvwm started to look like shattered glass.
I attach an example. I am using the intel video driver.
I think that I once read on the Lunar Site homepage a notice about
disabling the composite extension with the latest XOrg, because it was
buggy.
I thought it was the cause so I switched it off.
But it turned out to be unrelated.
I wonder if there is something broken about the latest XOrg transparency
features.
For sure, fvwm always worked fine before.
I submitted the latest version of fvwm (2.5.23) to the moonbase, but the
update didn't help either. The new version works fine, but has the same
transparency problem as the previous one.

After much fiddling with my fvwm configuration file,
I found out a pesky configuration error.
This error apparently shows up only when using contrasting colorsets
on a recent XOrg server.
Issue resolved.
