During the configure phase it says the following if gpgme is not present
during the compile;

You are missing gpgme 0.4.5 or higher.
Gpgme will be built statically from libkdenetwork/libgpgme-copy.
If you are a packager, we most strongly recommend to build against
the system's shared gpgme.
Consider downloading gpgme >= 0.4.5 from
ftp://ftp.gnupg.org/gcrypt/alpha/gpgme
or use the --with-gpgme-prefix=/path/where/gpgme/is/installed option.

My first thought is to ask this be added to kdepim3 as a dependency (my
preference). The second thought is make it an optional one as some may
object to too many dependencies.
