I try to do the sequence of 

lrm module-init-tools
lin modutils
lin module-init-tools

The module-init-tools fails first time. If i do a 
lin module-init-tools, it works.

i have found the cause of this. it was my mistake. after the modutils
compile i haven't logout and login again in to the system prior the
module-init-tools compile. it's the RFS sindrom i guess :)
