The apache script installs a stop instead of start command in runlevel 3-4

It's more than apache actually. It seems the network and one other - xfs I
think. They are all set to K instead of S in runlevel 2-3-4

apache2/init.d/httpsd:# chkconfig: 345 85 15
apache-mod_ssl/init.d/apache_modssl:# chkconfig: 345 85 15
squid/init.d/squid:# chkconfig: 345 90 10
webmin/init.d/webmin:# chkconfig: 345 90 10
get a newer init.d script and run chkconfig...
