Obviously, after having thought at it for some time, I discovered a 
valid point only after having sent the mail.

chain test proto ! tcp @subchain { proto udp NOP; }

should be allowed, as also should

chain test proto ! tcp @subchain { proto ! tcp NOP; }

that just now is wrongly prohibited.
I'll shortly produce a corrective patch.
