[Ferm] Patch, implementing an debugmode for ferm

Hi,
while working on a really huge Ruleset here with >10000 @defs and >1000
function calls, where multiple users are working on different parts in an
ferm-SVN-Repo, we had the need for a decent tracking of the mistakes that
are made. Often they are typos, sometimes they are harder to find.
Nevertheless, I had my try on implementing an debugmode and have created a
patch for that.
Please comment.
